Court of Appeal Renders Another Absurd Verdict on the Durres Mayor-Elect Case
Valbona Sako, Mayoral Candidate of the Alliance for European Albania in Durres Then the mayor-elect requested the Court of Durres to certify her mandate.
Judge Mimoza Margjeka concluded that the local elections were illegal due to the illegal participation of an unregistered, hence non-existent political party – the Democratic Conviction of former opposition member Astrit Patozi.
The Socialist Party refused to recognize the court decision.
Two days later, Mayor of Durrës Vangjush Dako and Valbona Sako met with the President of the Court of Durrës, Judge Joana Qeleshi in her office….

The KQZ decision by its Social Party members to register the BD in local elections was in clear violation of the law. Furthermore, in a same case in 2015, the KQZ had voted unanimously against registering the “Shkodra 2015” Party without a final court verdict confirming its foundation. Back then, the same PS appointees at KQZ had voted against the registration.
The Democratic Union Party (DUP) filed an appeal to the Electoral College challenging the KQZ’s decision to register the BD in elections.
In its 9 May decision, the Electoral College dismissed the case, stating that the complainant DUP has no legitimate interest in challenging the legality of registration of other contesting parties, and therefore cannot appeal KQZ’s decision.
The KQZ’s legal violation was also noted in the OSCE preliminary report on June 30 local elections:
The Central Election Commission [KQZ] registered Democratic Conviction (DC) as an electoral subject on 27 April, although the latter was registered as a political party only on 25 April, with a court decision becoming final on 10 May. Further, the CEC [KQZ] did not require the newly registered DC to collect supporting signatures, ignoring the six-month period requirement.

Despite the predictions, violent clashes were avoided in Albania on Election Day, as government opponents held only small largely peaceful rallies. Nonetheless, the crisis has simply entered a new phase. And no one can be certain that the conflict between Albania’s two major political formations can be resolved any time soon.
Albania faces at least three post-election possibilities:escalating violence, political parallelism, or a grand compromise.In the first scenario, Democrat leaders will not accept the local election results and will organize new protests and other mass actions. The Socialist government is highly unlikely to stand down, reverse any decisions, or hold early general elections. The impasse will further raise tensions and could spill over into society.
A scenario of escalating chaos and violence could be triggered either by a provocation on either side or a demonstration spinning out of control and police firing on protestors. A random act of violence or even a pre-planned political assassination could precipitate violence on a scale not seen in the country for over twenty years.
In the second scenario, which does not exclude some level of violent confrontation, the opposition adoptsan institutional approach bytrying to construct a parallel authority.With no compromises in sight and the government adamant that no deals will be made with the opposition, the Democrat leadership may be tempted to form a parallel state.
Such a model of rebellion has been tried before, most recently in Moldova and Venezuela. Opposition leaders would claim that the incumbent government has violated the constitution and impinged on democratic values and human rights. It could also assert that both the last national elections and the recent municipal elections were fraudulent because of vote rigging and other abuses.

Der nächste Betrug ist geplant, bei den Kommunalwahlen (30. Juni 2019), durch die EU finanzierte Drogenverteil Stelle: Albanien: Abgelaufene ID Karten, auch für die Mehrfach Wahlen, sind gültig bis 31.1.2019, womit der nächste Betrug geplant ist. L
